Citadel Phase in detail

We are now ready to present you the Citadel phase, also called the development phase between campaign missions. This topic was partially covered during the KS campaign, but in the last months we increased a lot the strategical importance of this phase and the actions you can take. Also, we better linked the effects to the Sheol factions.

In the following sections, you can find all the actions you can do during the development phase.

Starting the phase

In Sheol, after completing a mission, your scout group returns to the Citadel and the development phase begins. In this phase you must take decisions together to improve your equipment, take care, improve the shop and the districts of the Citadel.

To begin the development phase, first remove from the game the main board, then place at the center of the table the Citadel board and the development board (it’s on the back of the shadow board) below it.

On these boards you have different actions you can perform spending your development points and faction points you earned during the missions. These are: build new districts, purchase new equipment, train the scouts, cure the scouts, repair the Citadel, improve the shop, convert points, play a Citadel event (if you have the luminary monks expansion).

Each scout has 2 actions and must use its character tokens.


Citadel Board

Development action: Build new districts
The Citadel districts represent the influence of the Citadel on the game board and allow passive and active effects to be applied to entire play areas.
You can pay 1 action and 2 development points to build a new district. To do that, take the district deck with the appropriate level (at the beginning the only unlocked deck is the one with the level 1) and take a card of your choice. Then you have to determine which “face” to build. In fact, each card shows 2 thematically related districts, one with a passive ability that lasts for the entire game, another with an active charge ability that can be spent at any time during the game. The choice of whether to build the active or passive district is exclusive. Furthermore, once a district has been built, it will remain on the Citadel board for the entire campaign and can no longer be changed. During missions, you can use the active districts with a district use action.

Development action: Purchase new equipment

You can pay 1 action and 1 faction token to purchase new equipment (weapons, lanterns and accessories). To do that, take an available equipment deck, shuffle it and draw cards until you reveal 2 cards of the faction you paid for, and that share at least one archetype with the archetypes of your scout. Then, you can pay 1 development point to add one of them to the party equipment or 2 development points to add them both. All the accessories, weapons and lanterns purchased in this way will remain as property of the party and could be equipped in all further missions.

Development action: Train scouts
You can pay 1 action to learn new abilities as lightshield cards. To do that, take an available skills deck, shuffle it and draw cards until you reveal 2 cards that share at least one archetype with the archetypes of your scout. Then, you can add one to your lightshield deck and put the other back into the skill deck. All the skills purchased in this way will remain in the scout deck until the end of the campaign.

Faction tokens

Development action: Cure the scouts
During the game players can be injured and have negative status cards in their lightshield decks. You can pay 1 action and 1 luminary monks faction token to remove up to 2 status cards from your lightshield deck. This action is linked to the Luminary Monks faction.

Development action: Repair the Citadel
The Citadel suffers permanent damage during missions. You can pay 1 action and 1 engineers’ caste faction token to add to the Citadel 2 prosperity points. This action is linked to the Engineers’ Caste faction.

Development action: improve shop items
Each object in the shop (remember that now the shops are land related) has a corresponding higher level object that could be added or replaced to the base one. You can pay 1 action and 1 exiled faction token to draw 2 cards at random from one of the 2 (or 3 if you unlocked it) advanced items decks. Then you can decide to purchase only 1 item, or keep both paying 1 development point. Once you acquired the items it’s your choice to replace them to the base items of the relative shop deck, or add them. This choice is permanent for all the campaign. This action is linked to the the Exiled faction.

Advanced actions

When defined stages of the Citadel are reaches, some advanced actions are unlocked:

Scout blessing

After the completion of the Citadel second level, you can pay 1 action, 1 luminary monks faction token and 1 development point to add to your scout a vial with 4 more lux at the beginning of the next mission. This lasts only for 1 mission.

Advanced training
After the completion of the Citadel first level, you can pay 1 action to discard a lightshield of your choice from your deck. This is permanent.

Citadel fortification

After the completion of the Citadel first level, you can pay 1 action, 1 engineers’ caste faction token and 1 development point to add to the Citadel 3 prosperity points. If you do that, you can raise the Citadel prosperity points over 10 until a max number of 15. Normal Citadel repairs cannot go over the max level of 10.

Pledge manager extension date

Many of you wrote us some emails regarding the pandemic situations and that they need more time to purchase Sheol as new backers. We understand that. Also, we notices that some KS backers still not completed the PM. For these reasons, we decided to extend the PM closing date to 30-04-2021.
